Qualifications:

1. Open to all graduate foreign students from countries with which the Philippines has diplomatic relations with preference to those from Africa and Third World countries in Asia and the Pacific:
2. Must have a general weighted average of "1.75";
3. Must be nominated by their home government;
4. with good moral character.

Benefits:

Full Scholarship: Free school fees except student fund;
Monthly stipend of P2,500.00;
Semestral Book allowance of P3,000.00
Thesis allowance of P5,000.00
